Harbormaster Kevin Fisher and city staff presented a proposed docking agreement with American Cruise Lines for the Patriot, a 248‑foot American‑flagged cruise ship that can carry up to 130 passengers.
Fisher described the planned docking location on the seawall at South Riverfront Park, staff responsibilities (temporary railing removal and oversight of public infrastructure), and typical fee components (docking, line handling, bridge operations, security and DPW pass‑through costs). He provided a comparison to recent Viking cruise boat stops and recommended a flat per‑visit fee to keep administration simple.
Council discussed DPW workloads (preparation, garden/flower maintenance, trash pickup and railing removal/replacement) and agreed that pass‑through costs for DPW and any applicable fringe benefits should be charged in addition to the flat fee. After discussion, council approved setting the per‑visit fee at $2,150 plus applicable pass‑through DPW costs and an applicable fringe rate and authorized Mayor Cindy Johnson to sign the agreement, subject to minor clarifying edits and an ability to update fees with budget approval.
Next steps: staff will finalize the contract language to clarify which DPW costs are recoverable, finalize the fee schedule and proceed with authorizing the mayor’s signature.
