Alpena approves $430,916 in odor‑control upgrades at water recycling plant

The engineer reported a combined total proposal cost of $430,916.18. Council authorized two motions to accept the proposals and to issue purchase orders to the two contractors so the upgrade and integration work can proceed.
Staff said $390,000 was already budgeted for odor control improvements and that savings from prior projects in the capital outlay line would cover the remainder. Implementation will include standardizing piping so in‑house crews can perform future maintenance, and adding monitoring/control capabilities to the SCADA system.
Next steps: staff will issue purchase orders and schedule the work; project oversight will remain with the city engineer's office.
