Commission adopts rezoning, zoning-code changes and approves museum, bridge actions

Clerk read Resolution 323, and the commission adopted Ordinance 05‑2026 to rezone the property at 18 Emerald Avenue (parcel 1804‑00‑004‑0) from R1B single‑family residential to B1 corridor commercial. The adoption vote was approved by the commission; no public comment or commission debate was recorded on the item.
Clerk then read Resolution 324, and the commission adopted Ordinance 06‑2026 to amend sections of the zoning code (title six) to increase building height in the B2 district from 50 to 60 feet, remove the limitation on stories in B2, and eliminate the prior requirement that hotels have at least 800 square feet of lot area per guest room. The amendment was adopted by vote with no substantive comment recorded at the meeting.
Contracts and infrastructure
The commission approved Resolution 327 to accept the lowest responsive, responsible bid from Miller Davis Company for Kingman Museum Phase 2 subgrade and exterior rehabilitation in a not‑to‑exceed amount of $75,000. The work described in the resolution includes replacement of the top tier of the grand staircase, perimeter waterproofing, masonry infill, foundation waterproofing and drainage improvements, and recommissioning and repairs to mechanical systems.
The commission also approved Resolution 328 indicating support for staff to pursue federal and state funding through the Michigan Department of Transportation local bridge program for preventative maintenance of the Elm Street Bridge over the Battle Creek River and replacement of the superstructure for the Barnum Street Bridge over the Kalamazoo River.
