The Independence School District Board of Education voted June 20 to adopt the 2025–26 employee manual after a protracted discussion about process and specific policy changes.
Administration and consultant Meline Garrett (EGS) said the manual reflects committee work conducted this year and annual updates such as calendar, payroll deadlines, benefits information and other routine edits. Garrett told the board the redline version in the packet reflects those changes and that building administrators and some staff had participated in committee review.
Several board members raised concerns that the final proposed manual had not been posted publicly for broad staff review. One board member moved to postpone action so staff and the public could examine the draft; that amendment failed and the board ultimately approved the manual at tonight’s meeting. Dr. Stout explained the district’s practice for managing overtime and compensatory time, saying the compensatory-time language in the old manual had persisted though it was not an active business-office practice.
Board members also questioned the manual’s doctor's-note policy for absences. Administration said the requirement for a doctor's note is an existing tool used selectively—for example when absences create staffing emergencies (large numbers of absences on the same day) or when a pattern of absenteeism emerges—and that HR and principals coordinate application of the policy. Administrators said participation agreements (for programs such as a district child-care benefit) terminate on the employee’s contract end date.
What’s next: Administration agreed to post the adopted manual and to provide summary communications of substantive changes for employees; HR will work with legal and the board on any follow-up edits that arise from staff feedback.
