Board waives FY24–25 Measure M parcel tax for properties hit by Portuguese Landslide

The Palos Verdes Peninsula Unified School District Board of Education voted Jan. 22 to allow disaster relief from the district’s Measure M direct-assessment parcel tax for properties the Los Angeles County assessor determines were damaged or destroyed by the Portuguese landslide.

Mrs. Teronis explained staff’s options to the board: allow full disaster relief for FY24–25, deny relief, or allow a percentage‑based relief. Staff recommended allowing relief for the fiscal year for parcels approved by the county assessor. The county is already reassessing damaged property values and, where applicable, will remove the direct-assessment charge and issue refunds.

Staff said approximately 421 parcels were affected and estimated the district’s lost revenue if all affected parcels apply at roughly $207,000 for the year. Board members and staff noted the relief aligns with other municipal and county relief efforts for landslide victims and stressed that affected residents can enroll displaced students under the McKinney‑Vento Act if needed.

A board member who has worked closely on the landslide response told the board the amount was modest relative to the community’s need and recommended the district allow one year of relief to be revisited later. The board moved to adopt staff’s recommended action to waive the fiscal year 2024–25 Measure M direct‑assessment charges for parcels impacted by the Portuguese landslide; the motion passed 5–0.

What happens next: the county will process claims and refunds for approved parcels; staff will record the fiscal impact and report as part of the district’s budget monitoring.
