Planning director: City completed two-phase procurement for comprehensive-plan update; recommendation due May 14

City planning director reported that the comprehensive-plan RFP drew 14 proposals (12 qualified), four finalists advanced, and phase-two interviews were held March 30–31; council will be asked on May 14 to approve a consultant and the city expects the update to take 18–24 months if funded.
Miss Griffin of the planning department updated council on the comprehensive-plan procurement and schedule. The CIP includes $600,000 for the comp-plan update over two years; the state requires localities to review their comprehensive plans every five years.
Griffin said the RFP (released Oct. 13) drew 14 proposals, two were disqualified for procurement nonconformance, and 12 were reviewed by internal staff. An initial internal review advanced four firms to phase two, where interviews and presentations were held March 30–31 before a selection panel that included residents, partner representatives, council members and planning commissioners. Griffin said staff will present the recommended consultant at the May 14 council meeting and, if authorized, anticipates contract signing in summer 2026 and work beginning late summer or early fall with an 18–24 month estimated completion window.
Council members who participated in the review praised the diversity of the panel and emphasized public engagement and interim “small wins” as chapters may be presented during the process rather than waiting for a single final approval.
