Plan Commission approves school site plans, farmhouse renovation and first phase of 408-unit multifamily development

The West Bend City Plan Commission on April 9 approved a collection of site plans and land-division requests alongside the larger 72.3-acre item on the agenda.
School district site plans: The commission approved a site plan for West Bend Joint School District No. 1 to reconstruct the parking lot and build a 36-by-24-foot maintenance garage at 1330 Green Tree Road, increasing parking from 69 to 120 stalls, including five accessible stalls. Staff recommended approval with conditions, and asked for a traffic-impact analysis because a proposed new north driveway is close to an existing intersection.
A separate site-plan request to reconstruct a loading dock, widen a drive lane, and add a refuse enclosure at 120 North Silverbrook Drive also won approval; staff said the improvements are minor and conform to lighting and stormwater standards.
Farmhouse renovation and potential event venue: The commission granted architectural approval for interior and exterior renovations to an existing farmhouse at 2150 North Main Street located in an MXD zone. Staff noted a future conditional-use review will be required if the owner seeks to operate an event venue there.
Multifamily phase 1 approved: The commission approved phase 1 of a proposed 408-unit multifamily project on roughly 64 acres at the southwest corner of East Paradise Drive and South River Road. Phase 1 covers 256 units arranged in a mix of 24- and 28-unit buildings, a clubhouse with pool and amenities, private stormwater ponds and extensive landscaping. A traffic-impact analysis required roadway improvements on River Road (including a bypass/decelleration/acceleration lane and turn lanes) that the developer will design and construct; staff said those improvements will be paid by the developer as part of required mitigation.
The developer, represented by Paul Schmidter and Sam Elliott, said DNR and Army Corps wetlands reviews have been completed and that retained wetlands will be used as site amenities, with buffers and tree plantings in place. "We tried to stay sensitive to that as well," Schmidter said, describing wetlands and large green plazas retained in the plan.
Lot division and hearings scheduled: The commission approved a three-lot certified survey map that divides the Fiduciary parcel into phase 1, phase 2 and the farmhouse lot. Separately, the commission agreed to schedule public hearings for Comprehensive Plan Amendment No. 46 and the matching zoning amendment 26-003 (to change two South Main Street parcels from commercial to RD2 two-family), with hearings likely in June to satisfy the 30-day state notice requirement.
Next steps: For approved site plans the developer and property owners must address outstanding engineering and stormwater comments and complete the required TIA-driven road improvements per staff and engineering conditions. The approved multifamily project will proceed in phases; the commissionapproved first-phase site plan and CSM allow subdivision work to continue toward city engineering review and construction sequencing.
