Resident says late notice and single-access closure left Legends neighborhood strained

At the meeting’s first call to the public, resident Kathy Leeman described how a Road Seal Court project that began April 6 in the Anthem/Legends area temporarily affected residents’ ability to enter and exit their neighborhood.
Leeman said she first learned of the project via a neighbor, then left a message for Andy Smith at Public Works and later spoke with Miguel, who she said was in charge of the project. She said the town’s formal announcement (posted March 24) appeared on the Town of Florence Facebook page but was not discoverable through the town website’s public‑works pages and that not all neighbors use Facebook.
“Not everybody's on Facebook...the only announcement there is a Crackfill project for Main Street that took place on February 3rd,” Leeman said. She said the town’s HOA later emailed residents (April 3) indicating single-lane work was planned and that multiple neighbors cancelled appointments because of access uncertainty. She asked the town to improve outreach and to better consider emergency access when planning closures.
Mayor Eaton responded that the council had an “opportunity to do better” and said staff would follow up on the concerns, including whether escort trucks and other traffic-control mitigations had been properly planned.
The comment was made during the public‑comment period; no council action was taken that night beyond the mayor’s pledge to follow up with staff.
