County awards $1.5 million compactor and approves pipe purchase for Fighting Creek Landfill

The Kootenai County Board of Commissioners on March 17 approved a bid award and a separate purchase request for Fighting Creek Landfill, actions the Solid Waste Department said are needed to maintain operations and emissions control.
John Phillips, Solid Waste director, told the board two bids were received for a landfill compactor and "the lowest priced responsive bid was submitted by Humdinger Equipment Limited" at $1,499,900. Phillips said the price includes a five‑year, 10,000‑hour extended drivetrain warranty and a two‑year, 4,000‑hour warranty against defective parts and workmanship. He noted the bid was about 7.1% over budget but "the department does have the funds available within the appropriate budget line because of carryover to cover that total bid price." The board voted to award the bid as recommended.
Phillips also requested and received approval to buy 4,160 feet of 6‑inch high‑density polyethylene (HDPE) pipe from ISCO Industries for $30,736. He said the specialized piping was budgeted for FY26 and is necessary for "continued adequate landfill gas control of the landfill as well as for control of overall emissions." The department indicated funds were budgeted and available for that purchase.
Both actions were presented as routine procurement steps; legal reviewed the compactor bid documents and concurred with staff recommendations. No public comment was recorded on these items.
The board approved both motions in roll call votes.
