Howard County Drainage Board relinquishes drain to city and grants final approval for Daventry Place

Howard County Drainage Board members on March 16 approved Resolution HCDB 2026-02, relinquishing county jurisdiction of a legal drain to the City of Cooko under Indiana Code 36-9-27-20, and granted final approval for the Daventry Place drainage plan.
Paul, the board’s staff reviewer, said the drain had been vacated and reinstalled by the landowner and that the intent all along was for the city to assume responsibility once replacement was complete. “That was always the intent once the drain was replaced,” Paul said, adding that the city had submitted its own resolution to accept the drain.
At a public hearing, Chad Maize of Kimley Horner Associates, representing Brown Capital Group, requested final approval of the Daventry Place drainage design. “We’re here on behalf of my client, Brown Capital Group, to request final approval” of the drainage plan, Maize said. Board members asked about construction timing, traffic impacts and recent heavy-rain conditions; Maize said the developer planned to begin early to mid-June and that some shoulder closures and flagging operations were likely during outfall upsizing.
Maize described the plan’s underground detention system beneath the parking area, which is intended to store runoff and release it at a reduced rate. He said the engineering team had not yet submitted complete drainage calculations for staff review. Board members and staff emphasized that final drainage calculations and surveyor review were required before work begins.
Mr. Dodd moved to approve Resolution HCDB 2026-02; Mr. Bray seconded. The board approved the resolution by voice vote. Later, Mr. Olry moved and Mr. Dodd seconded a motion to give Daventry Place final approval; that motion passed by voice vote.
The board’s action relinquishes county jurisdiction of the listed drain to the city and grants plan approval for Daventry Place, subject to completion and acceptance of outstanding drainage documentation and staff sign-off. The project team said it will provide required calculations and final drawings to the surveyor’s office for review.
