Several commissioners said they did not want the board to rush to a second public hearing in May and instead preferred more time and periodic side‑by‑side updates so stakeholders can review revisions ahead of a scheduled hearing.
Staff said the public comment portal will remain open through the hearing process and that, depending on the magnitude of any requested policy changes, more analysis could be required and would affect the adoption timeline.
The board did not set a new hearing date and directed staff to bring the requested comparison documents and keep commissioners apprised of next steps.
