Board advances CIP timing for Yorktown campus, accelerates some studies and scales Lightfoot planning funds

York County staff presented revisions to the county's capital improvement plan during the April 9 budget work session that would accelerate design money for the Yorktown Campus Improvements, move some construction dollars, and reschedule other projects to reflect priorities identified during the budget process.
Staff said the Yorktown Campus Improvements line has been reworked as a placeholder: the draft shows $10 million in FY27 to begin design work and an additional $20 million shown in FY29 as a construction placeholder tied to the county's existing debt capacity. Susan (county staff) emphasized these are placeholders intended to align with debt policy and that moving to a 15‑year CIP horizon will allow finer adjustments as design and cost estimates mature.
The board also moved forward several other adjustments: accelerating a fire station facilities study and initial design dollars (stations two and three) into the FY28–FY30 window and shifting North County Library design to FY28 to align with contract timelines. Staff repeated that many numbers contain contingencies and that the design phase is needed to reduce uncertainties.
A lengthy and at times contentious discussion centered on a proposed Lightfoot small‑area plan for a large privately owned pottery/industrial property in the northern part of the county. Staff proposed accelerating the small‑area plan and had identified a consultant cost estimate of roughly $400,000 for a full study with community engagement. Several supervisors raised legal and practical limits because the land is privately owned and zoned "economic opportunity," and they questioned whether the county should spend that amount without owner buy‑in or clearer scope. Concerns included the lack of available state funding for major road improvements nearby and the potential for downzoning litigation if the county attempted unilateral rezoning.
After debate, several supervisors proposed a scaled approach: advance approximately $100,000 in FY27 to begin internal scoping, owner outreach and limited engagement so staff can better define the scope and determine whether to contract for a full consultant study in FY28. The board agreed to that smaller placeholder and directed staff to pursue outreach to property owners and to report back with a recommended scope and budget.
No formal votes were recorded at the session on these budget items; staff said they would update the CIP and return to the board with revised numbers and cost analyses ahead of the next public hearing and the FY27 budget schedule.
