Clive Council adopts FY2026 budget, maintains levy and advances utility-rate ordinances

The Clive City Council approved the fiscal-year 2025–26 budget on April 10 and moved forward a set of utility ordinances the council said are needed to fund infrastructure investments.
Finance director Liz told the council that after public notice and meetings the administration proposed keeping the city’s property-tax levy at $9.92. The council closed the public hearing on the budget and, by roll-call, approved the FY2025–26 budget. Liz said the budget process incorporated strategic and capital-improvement planning and public input.
With the budget approved, staff presented proposed utility-rate adjustments to fund infrastructure work. The package includes a 2% increase for water, a 4% increase for sewer and a 3% increase for stormwater rates; staff also introduced an Equivalent Residential Unit (ERU) methodology policy anticipated to affect commercial ratepayers. Council moved the related ordinance items (ordinances 1159, 1160 and 1161) for the required readings; clerk records show the motions and roll-call votes passed at the meeting.
The council also heard a brief update that the city maintained its AAA bond rating, and it approved a resolution setting a date for a bond sale to fund capital projects. The council recorded the votes for these matters by the same 5–0 margins noted for other consent and ordinance items that evening.
The ordinances are scheduled to complete readings in May and, if adopted as planned, would be effective in time to incorporate the changes into billing in July, staff said.
