Housing Department recommends exclusive-negotiation agreement with Jonesboro LLC for Oxnard’s South Plaza

David Meches, project manager with the Housing Department, told the Oxnard City Council and the Oxnard Parking Authority that staff recommends authorizing exclusive-negotiation agreements (ENAs) with JB Jonesboro LLC to explore redevelopment of downtown parcels known as South Plaza. The presentation described the parcels, a recent letter of interest from JB Jonesboro LLC and the next steps if the ENAs are approved.
Meches said the former Community Development Commission purchased properties in downtown Oxnard for revitalization but that redevelopment stalled after the 2008 economic downturn and the 2012 dissolution of redevelopment agencies. He noted the council and the parking authority declared 53 parcels surplus on Feb. 1, 2022 and that a May 10, 2022 notice of availability was sent to the California Department of Housing and Community Development (HCD) and other entities. Meches said no interest was received specifically for South Plaza and that HCD provided a March 10, 2023 letter determining requirements for South Plaza had been met.
Meches said JB Jonesboro LLC submitted a letter of interest on March 17, 2026 to acquire the properties and develop a mixed-use project. He told the bodies JB Jonesboro currently owns 300 West 5th Street and is in escrow to acquire 344 South C Street and 560 South C Street. Meches described JB Jonesboro LLC as managed by Spin Ridge, a Southern California real estate manager with 44 properties totaling about 260,000 square feet, and said Spin Ridge will partner with Base Ring, which Meches said has developed more than $8 billion in residential mixed-use projects.
On the proposed ENA, Meches summarized the agreement would provide a 12-month negotiation period with two possible six-month extensions. "The ENA only authorizes staff to negotiate a DDA. It does not approve a project," he said. He added that any subsequent disposition and development agreement (DDA) would be subject to City Council and Parking Authority approval and that the city will retain its approval authority to ensure any development furthers the vision for downtown.
Meches read the specific parcels and assessor parcel numbers (APNs) proposed for inclusion in the ENAs, including 318 West 5th Street (APN 202-0-103-210) and 321 West 6th Street (APN 202-0-103-130), along with several additional APNs for both city-owned and parking-authority-owned parcels. He recommended the City Council authorize the mayor to execute an ENA with JB Jonesboro LLC for the city parcels bounded by West 5th and West 6th streets and South B and South C streets, and recommended the Parking Authority board authorize the chairperson to execute an ENA for the authority-owned parcels in the same area.
