Council presses administration over $8.65M City Hall renovation and lack of prior consultation
Summary
Council members asked for more detail and a facilities assessment after administrators described a garden-level City Hall renovation (new west entrance, larger lobby, coffee shop) and an $8.65M first-phase cost; the administration said exterior work will finish this year and interior phases will be sequenced by need and funding.

Council members at the March 23 Municipal Service and Properties Committee pressed the director and design manager for details on a garden-level renovation of City Hall, asking why council had not been consulted and how the project was prioritized given other neighborhood needs.
Project description: administration and project manager Mark Dulick described a new west entrance tied to the garage route, construction of a larger "people's lobby," a re-centered security desk, a coffee shop and ADA improvements. The director said the project aims to improve visitor flow and employee retention and that the exterior envelope work (roof, tuckpointing) will be finished this year.
Council reaction: multiple members said they had not been consulted and questioned the timing and priorities. "This is a cosmetic thing to make somebody look better," one council member said in the hearing while noting more pressing neighborhood infrastructure needs. Members asked for the downtown facilities assessment and detailed phasing, both of which the administration agreed to provide.
Why it matters: City Hall is a high-visibility public asset. Council members want to ensure the sequence of work (envelope/heat/electrical first, then interior) and community-facing choices are aligned with operational needs and broader neighborhood investment.
Provenance: Committee exchange and director/Mark Dulick presentation (SEG 1178–1376).
