Council approves West Creek Village final plat and PUD rezoning with sidewalk condition added

The City of Victoria council on an evening meeting approved the final plat and a planned-unit-development rezoning for West Creek Village First Edition, a residential subdivision on about 89 acres north of County Road 10.
City planner Brian McCann told the council the overall development envisions 50 single-family homes, 18 twin homes and 56 townhomes; the first edition under consideration includes 56 townhomes and 13 single-family lots. McCann said the developer requests reduced townhome setbacks—rear setbacks from 10 feet to 6 feet and side setbacks from 5 feet to 2 feet—and showed areas dedicated as open space, proposed public roads, a park and a trail connection to the adjacent Marsh Hollow neighborhood.
McCann said wetlands and a portion of West Chesca Creek traverse the site and that XL Energy transmission lines run along the south side of the property; staff noted that an executed easement agreement with XL Energy is still pending and a copy is expected. He also said the plat includes an additional 31 guest parking stalls and meets the city’s minimum parking requirements, and described parkland-dedication obligations estimated at about 2.1 acres (roughly $220,000) with eligible deductions that reduce the immediate cash obligation to just under an acre (about $151,000 in cash, per staff calculations).
During council review members noted a condition adopted with preliminary approval on June 23 requiring sidewalks on both sides of Street D was missing from the final-plat conditions. The council moved and agreed to a friendly amendment to incorporate the June 23 sidewalk requirement into the final-plat conditions before finalizing approval.
After that amendment, the council voted to adopt the resolution approving the final plat, to adopt ordinance 485Z approving the PUD rezoning, and to adopt a resolution approving summary publication of the ordinance. The motions carried.
The city attorney and planning staff said additional development agreements and building-permit-level reviews (including monument sign and lighting placement) will follow. The council’s action completes the land-use entitlement for the first edition of West Creek Village, subject to the added conditions and submittal of the outstanding XL Energy easement copy.
The council moved on without further public comment on the item.
