"Staff recommends approval with the condition that the applicant landscape the rear of all double-frontage lots per section 19.23.0040 H3C of the El Paso City Code," Mnagila said.
Commissioners questioned the applicant about the lift station location, sidewalk and cross-section details along Flagger Street, the depth of a commercial frontage near Montana (reported in the discussion as 285 feet), and whether the park acreage met city requirements. Lynette Nearez of Train Associates, representing the applicant, said she agreed with staff conditions and confirmed the project will dedicate 5.3 acres of parkland (the transcript cites 5.3 acres dedicated versus 5.15 acres required by code).
