Keokuk council approves signal contract, municipal finance services, theater HVAC aid and vehicle purchase

Keokuk — The City Council on Dec. 4 approved a set of routine resolutions covering public-works contracts, municipal financing assistance and small capital expenditures.
The council approved a contract for the traffic signal replacement at North 7th Street and Main Street, accepting the low bid from Klein Electric of Des Moines for $83,785. City staff said the expense will be covered by insurance after a truck damaged the signal; the other bid recorded in the packet was $101,900 from Kyoka Contractors.
Council also approved a municipal advisory services agreement with Piper Sandler to support design and SRF (State Revolving Fund) loan work for a street reconstruction and water-line/storm separation project. Staff said the SRF application topped out around $4.7 million and the advisor’s compensation is shown at 2 percent of the loan (staff estimated roughly $9,400), with the fee intended to be wrapped into the loan.
On cultural facilities, the council approved assistance to the Grand Theater to replace a failed air-conditioning system. Staff said the commission expects to contribute about $40,000 and staff placed $30,000 in the resolution as the city’s potential contribution (the commission and council discussed applying for Lee County Foundation or other grants to reduce the city portion). The theater anticipated a total cost near $70,000.
The council also approved purchasing a used 2013 Ford F-250 equipped with a plow from Carson Ford (Carthage, Ill.) to temporarily replace an inoperative 2001 truck; staff framed the purchase as an interim, lower-cost option while a new truck is planned in a future budget. The price in the packet was transcribed unclearly; staff will finalize the purchase amount in contract paperwork.
All of these items were moved with motions and approved by voice vote during the meeting.
