The Victoria Planning Commission voted to recommend that the City Council approve a conditional use permit (CUP) for an accessory structure at 12,200 Highway 7 that would total 1,336 square feet after an existing garage is moved and an addition constructed.
Associate City Planner Travis Briarley told commissioners the application meets setback and easement requirements, and that building permits would be required for structures over 200 square feet. He said the proposal was posted and notices mailed to properties within 350 feet; one nearby resident contacted staff with questions, and staff concluded there would be no direct effect on that property. "The total design of the structure is for 1,336 ft," Briarley said, noting the move reduces grading and vegetation impacts by placing the addition on the less vegetated side of a drainage and utility easement that contains a city sewer line.
A commissioner asked whether the CUP was required for the move or for the addition; Briarley answered the permit is required because the addition brings the total accessory-structure area above the 900-square-foot threshold. Commissioners discussed existing accessory-structure counts on the lot; staff confirmed a small shed shown on the plan would need to be removed so the property does not exceed allowable accessory structures and agreed to add that requirement as a condition of the CUP.
During the public hearing the applicant identified themself as present but had no comments. Commissioner Croft moved "to recommend approval of the conditional use permit application for an accessory structure to be no greater than 1,350 square feet on the property at 12,200 Highway 7 to the City Council with the conditions presented by staff." The motion was seconded, commissioners voted in favor and the motion carried.
The Planning Commission recommendation, including the specific condition that the existing shed be removed, will be forwarded to the City Council for final action.
