Ventnor City Commission adopts consent package including two police captain appointments and $251,855 library chiller replacement

The Ventnor City Commission adopted a package of consent resolutions at its May 8 meeting that included personnel moves, retiree payouts, property tax abatements and a facilities contract.
The commission unanimously approved Resolutions 2025-149 and 2025-150 appointing two police captains and conducted a swearing-in ceremony for the new captains. The oaths were administered and the appointees recited their support for the constitutions of the United States and the State of New Jersey.
Also adopted by consent were payouts for retiring public-safety and public-works employees (Resolutions 2025-151 and 2025-152), a temporary prohibition on bicycles along the boardwalk for May 17 to accommodate a running event (2025-153), and reappointments to the Ventnor City School Board (2025-154 naming James Quinnland and Lori Abbott to new terms).
The commission authorized applications for Department of Transportation grants and other routine submissions, and listed a series of property tax abatement resolutions tied to specific addresses (2025-157 through 2025-162). Officials moved and approved the full slate by roll call; Commissioners Langrath and Mento and Mayor Creable all voted yes on the consent package.
The commission also approved Resolution 2025-165 to replace a library chiller under a cooperative pricing agreement with CM3, not to exceed $251,855. Members expressed frustration that the equipment has required replacement repeatedly and discussed efforts to improve longevity.
Added at the bench were three additional personnel items: acceptance of Patrick Spina's resignation (2025-166), authorization to move seasonal worker James Hoff to full-time status effective May 18 (2025-167), and authorization for additional seasonal hires for special events (2025-168). Staff noted wage pressures in public works as a contributing factor in Mr. Spina's departure.
The commission also approved bills and payroll during the same session. The amounts as read in the meeting transcript appear garbled in this copy of the record; the commission nevertheless approved the payables and payroll by roll call.
The meeting record shows these items were carried as consent resolutions with no separate debate recorded on the individual measures. The public portion of the meeting produced no speakers and the commission adjourned following final roll-call votes.
