Commission introduces bond and capital ordinances, approves design contracts and grant participations

Commissioners also moved a resolution to proceed with a bond sale (Resolution 2025-171) to convert short-term bond anticipation notes to permanent financing; staff said the sale does not authorize new debt but refinances previously authorized projects.
Infrastructure and engineering: Commissioners approved design-service agreements with Remington & Vermick (Remington & Vernick) for a Fulton & Fremont Avenue stormwater pump station project. Staff said the city secured $2 million in funding to complete design work for the pump station and related projects, and additional similar contracts were approved for Lafayette Avenue sewer improvements and sanitary-sewer lateral replacement as part of lead-service-line work.
Construction regulation: The commission introduced Ordinance 2025-016 to permit pile driving midweek (Tuesday–Thursday) while prohibiting pile-driving on Mondays, Fridays and weekends during the summer. Speakers described the change as an effort to smooth construction schedules, avoid weekend noise complaints, and reduce the summertime rush to complete piles before seasonal cutoffs.
Grants and contracts: Resolutions included participation in a county LEAP kiosk program (estimated shared grant amount ~$77,000) to provide municipal kiosks for online payment and plea processing, a green-communities grant application for tree-inventory and community-forest-management planning, and authorization to award a marketing/advertising contract to Art Design Studio LLC (vendor-provided revenue sharing noted).
