Panel recommends assembly consider removing Porcupine and Chilkat Lake roads from Historic Dalton Trail RMSA

The advisory panel voted to recommend the assembly consider removing portions of the Historic Dalton Trail Road Maintenance Service Area (RMSA) from that RMSA’s funding responsibility.
Staff briefed the panel that ordinance 2603730 will come up for a second public hearing on April 14; the ordinance addresses which borough entity establishes commercial user fees for the Historic Dalton Trail RMSA. Commerce committee staff are separately reviewing actual fee amounts. Members discussed the RMSA’s four subzones — Eagle Vista, Porcupine Road, Chilkat Lake Road, and the last two miles of Chilkat Lake Road — and whether the main-stem borough roads used by commercial operators should be funded via the RMSA or by the borough.
After discussion, a member moved an amendment clarifying the recommendation: to remove the Chilkat Lake Road system in its entirety and Porcupine Road from the RMSA. The amendment passed by voice vote, the main motion as amended passed, and the clerk said staff will prepare a request for action and rationale to include with the ordinance packet so the assembly can consider the advisory body’s record of decision.
The clerk also advised that removing roads from an RMSA may require engagement with RMSA users and that the assembly has scheduling authority over agenda packets; staff said they will research code requirements and work to have the recommendation included with the ordinance materials if feasible. Panel members noted the change would shift some maintenance responsibility away from residential RMSA coffers and toward borough-level funding if the assembly acts on the recommendation.
