Operations committee approves cloud, cybersecurity and equipment contracts and asks staff to curb Azure storage costs

The DeKalb County Operations Committee on an operations panel approved multiple county contracts covering cloud hosting, network security and routine equipment replacements and asked staff for policy changes to limit growing cloud-storage costs.
Deputy director Alex Bettincourt told the committee the Azure request covers unpaid fees for June through December 2025 and that the county’s practice is normally to prepay the platform. "This item is for our Microsoft Azure platform…this specific ask is for the fees and overage from June to December 2025," Bettincourt said, describing an invoice shortfall staff attributed to transition to new administration and missed prepayment.
Why it matters: the request—listed on the agenda as item 2026 0496 and capped at a not-to-exceed $473,507—was driven in part by expanding storage needs as the county brings more facility cameras online. Committee members pressed staff over how long footage is retained and whether a policy change could reduce recurring costs.
Committee members asked whether video from facility cameras is being kept indefinitely. Bettincourt and staff responded that current practice requires review and that they will bring back a recommended retention policy; one staff member said the county was "storing footage indefinitely" and that staff will propose shorter retention periods to lower storage costs.
The panel also approved a renewal for the county’s Palo Alto firewall/security contract (payload vendor listed in the packet; amount not to exceed $699,316.86) and a Juniper maintenance and support contract (amount not to exceed $567,129.93). An airport request to replace and add digital signage to meet a World Cup timeline (award not to exceed $215,467) was ratified; staff confirmed the planned LED signage includes controls to adjust brightness for nighttime conditions.
Several routine public-works and watershed equipment purchases—wheel loaders, a compact track loader, a compact excavator—and a small GPS/vehicle-tracking contract with Verizon (not to exceed $22,000) were described as end-of-life replacements and approved without substantive objection.
What’s next: staff will send written clarifications on the Azure request and on the airport signage controls, and will return to the committee with a proposed retention policy and any contract-language updates before the items proceed to the Board of Commissioners when required.
