Committee approves residency waiver for DuPage Care Center applicant and hears construction, CMS-survey update

The DuPage County Human Services Committee approved a waiver of residency for an applicant to the DuPage Care Center after staff described the applicant’s ties to the county and the center’s bed availability.
Anita Rajopal presented the admission case, saying the applicant is a 55‑year‑old male who moved to DuPage County in October 2025 and has "many many relatives living in DuPage County for over 50 plus years," including a sister who is the applicant's power of attorney and lives in Wheaton. Rajopal told the committee that nine male and eight female beds were available and that six beds had already been offered to DuPage County residents; she stated, "There are no DuPage County residents being displaced by this applicant."
Committee members discussed the case. Member Garcia said she has "always voted in favor of residency waivers" but expressed discomfort because the applicant is from out of state; another member confirmed the applicant has lived in Downers Grove for about six months. The committee voted to accept the waiver (motion by Member Garcia, second by Member Yu) and the motion carried.
After the waiver discussion, staff provided an operational update on the DuPage Care Center. Staff reported that construction continues on the first-floor south lobby and dining areas, with the first-floor south lobby estimated to be completed in early May; staff said the second, third and fourth floors are complete and occupied. Staff also said the Centers for Medicare & Medicaid Services is requiring state surveyors to conduct more off‑hour surveys — including weekend visits and early‑morning or late‑evening surveys — and that the center is strengthening processes to prepare for those site visits. "CMS now is requiring the state surveyors to do more off-hour surveys... weekend surveys and... either early earlier in the morning or later in the evening," staff said.
Chair Schwarzy and committee members closed the discussion and the meeting proceeded to other agenda items.
