The Tupelo Planning Committee unanimously approved the preliminary plat for the Treetop subdivision (MAJ SUB26-02) on April 6, contingent on conditions the committee added to the development agreement.
Applicant Stephanie Thomas presented an updated preliminary plat. Tanner Newman, Director of Development Services, told members the proposal changed from an earlier submission of 37.52 acres and 140 lots to a new submission of 51.45 acres and 174 lots in five phases. Staff said the updated submittal addressed previous questions on fire access, green space and the stream buffer and recommended approval to move the matter forward to a development agreement and the city council for final action.
Committee members focused on driveway depth and potential on-street parking because the subdivision would not include sidewalks. Leslie Mart urged that the committee ensure language requiring sufficient driveway length and restricting overnight street parking be placed in the city’s development agreement and the developer’s neighborhood covenants. The applicant described planned housing sizes of roughly 1,500–2,200 square feet with front-entry, two-car garages.
After discussion an amended motion to approve the preliminary plat with the notation that driveways must accommodate at least two cars and that a restriction on overnight on-street parking be included (in lieu of sidewalks) passed by unanimous vote. Ms. Hadley seconded the motion as recorded in the transcript.
Newman said any appeal of the committee decision may be filed within three days and that the rezoning hearing at city council is scheduled for the council’s April 21 meeting; staff will work with the developer on a final development agreement in the coming days.
Committee members noted that engineering review, DEQ coordination for the 'blue-line' stream area, and detailed construction plans will be resolved during the development agreement and construction-permit phase.
