The Fillmore City Council on May 12 approved a third amendment to the city’s 2023 engineering services contract with Willdan Engineering, extending the agreement through June 30, 2029 and increasing the total contract authorization by $2,840,000 for a new not-to-exceed amount of $6,691,000.
Public works staff said the increase reflects the addition of multi-year capital improvement projects and the cost of providing on-site engineering support. "The large increase is associated with the 3 year extension," a staff presenter explained, noting the amendment rolls in additional scopes for land development and on-site support staff.
Council members asked for clarity about the fiscal impact and funding sources. Finance and staff said the amendment will be paid from a mix of developer deposits, capital project funds, grants, development impact fees and, to a lesser extent, limited general fund contributions. "It's hard to pin it down when we bring an amendment, what projects are being funded," staff said, and offered to provide a breakdown by email.
Council approved the amendment by motion; the vote was unanimous.
Why it matters: The amendment increases city spending authority for outside engineering services and commits additional on-site engineering capacity as Fillmore advances capital projects in its draft 2026–27 budget.
