Parma Heights Council approves five resolutions, advances several ordinances

Clerk Barbara Allen read Resolution No. 2026‑26, a third reading supporting the Ohio commission for the United States Semiquincentennial (America250‑OH). Councilman Vanek moved to advance the measure and a roll call vote recorded Ayes from Councilmembers Palmisano, DeSouza, Vanek, Kolezynski, Maruschak, Durichko and Rounds; the resolution passed.
The council also suspended the rules and passed several measures on the same night. Resolution No. 2026‑34 authorizes the administration to consent to the material terms of the remnant defendants’ settlement agreement in connection with the opioid litigation and to execute a subdivision participation and release form; the suspension and passage carried on unanimous roll-call votes. Resolution No. 2026‑35 authorizes submission of an application for the Cuyahoga County Special Community Development Block Grant (CDBG) municipal grant; Resolution No. 2026‑36 authorizes submission of a Member Community Infrastructure Grant Program (MCIP) application to the Northeast Ohio Regional Sewer District for the Blossom & Sutherland sewer improvements phase 2 project; and Resolution No. 2026‑37 approves an amendment to the IWORQ service agreement for community development and public-works software services. All four passed after motions to suspend the rules and unanimous roll-call approvals.
Clerk Allen also read, by title, several ordinances on first reading. Ordinance Nos. 2026‑38, 2026‑39, 2026‑40, 2026‑41 and 2026‑42 would provide for the issuance of notes in amounts not to exceed specified totals in anticipation of bonds to fund equipment acquisition, parking-lot and park improvements, resurfacing and roofing work, and other capital needs; those items were presented on first reading and no votes were taken. Ordinance No. 2026‑32 was on its second reading; it would authorize the administration to contract with Public Consulting Group, LLC for services related to the Ohio Ambulance Supplemental Payment Program for emergency medical services. Ordinance No. 2026‑33, a first reading, proposes a memorandum of understanding with the City of Parma, Cuyahoga Community College — Western Campus (Tri‑C Western Campus), Bike Cleveland and Bike Parma to establish a shared framework for the "Creek to Creek" neighborhood greenway through Parma and Parma Heights.
The meeting included one brief public comment and routine reports from city staff. The council recessed to a short executive session on pending or imminent court action and returned before resuming legislative business. The meeting adjourned at 7:26 p.m.
