Council approves TK Concrete pay application, hears updates on downtown, Sumus Avenue and TIF sidewalk plans

Perry City Council voted to approve pay application No. 2 for the downtown improvements phase one project, authorizing a payment of $39,656 to TK Concrete, Inc., after engineers recommended the work for payment.
City Administrator Sven updated the council on downtown construction, saying recent concrete pours completed much of the drive lanes and parking areas and that warmer weather should allow crews to finish sidewalks. "...with the weather this week they should be able to get more concrete poured hopefully tomorrow," Sven said, adding that staff hoped to open the alley to traffic next week if cure times hold.
Sven also reported staff received 60% plan sets from Bolton Mink for the Sumus Avenue project and expects to bid in the February timeframe after completing 90% plans. He described planning for a sidewalk or trail on one side of Sumus Avenue and a connected wide sidewalk funded in part by TIFF from 18th Street to the Willis intersection to tie into a TAP grant-funded connection along Iowa Street.
Council discussed overhead utility lines in the downtown alley and the Wells Fargo bay parking lot fire memorial; staff said the bell and plaque will be removed during construction and reinstalled in a redesigned memorial area coordinated with the fire department.
The pay application motion passed by roll call. Sven noted the project will pause through winter and resume in spring on remainder sidewalk work and that further council approvals may be required for additional costs related to utility work.
