Staff recommended awarding dairy RFP 27‑21 to GH Dairy/SeraFresh for $704,431.88, an increase of $83,863.66 from the current contract, and direct‑delivery RFP 27‑16 to Cisco West Texas for $1,533,000.95, an increase of $161,884.26. Presenters said both awards are budgeted and that the direct‑delivery solicitation was awarded on an all‑or‑none basis according to the contract language.
"This is a budgeted request," child‑nutrition staff said, noting vendors’ pricing increases are reflected in recommended awards. Trustees asked whether the district remains in a cooperative MOU with Midland ISD; staff said the district is in an extension year of the MOU and officials will decide by June whether to rebid or extend again.
On meal pricing, staff explained the USDA paid lunch equity tool required an annual calculation; San Angelo ISD’s weighted average in 2025–26 was $3.08, about $1.08 below the USDA target of $4.16. Child‑nutrition staff proposed a 25¢ increase for paid meals next school year, raising elementary paid lunches from $3.00 to $3.25 and secondary paid lunches from $3.25 to $3.50. Staff noted the increase does not change free meals or benefit levels for reduced‑price meals and does not affect CEP campuses.
Trustees asked about adult/teacher meal pricing and income eligibility thresholds for free/reduced meals; staff said adult pricing is set by a separate federal calculator (currently listed at $5.25) and that USDA income‑eligibility guidance was still pending. Child‑nutrition staff said they try to meet nutrition standards (USDA and Texas Department of Agriculture) and balance preparation and labor constraints when designing menus.
The board placed the procurement recommendations on consent and did not take a final vote on the meal‑price proposal at the workshop; staff said they will return with any final recommendations.
