Rathdrum — In separate votes the City Council awarded two construction contracts on Tuesday: street rehabilitation on Washington Street and site improvements for Mark War Memorial Park.
Staff reported that a March 12 bid opening for Washington Street (between Highway 41 and Main Street) produced multiple bids; Liberty Landworks was the lowest responsible and responsive bidder. Council voted to award the contract and authorized the mayor to execute the construction contract after receipt of payment and performance bonds.
On the park, staff explained that Walker Construction submitted the only bid for the Mark War Memorial Park site and provided a base bid plus 11 optional alternates (playground fences, topsoil screening, irrigation, seating, band‑shell pad and extensive landscape options). Architects’ estimates and Walker’s bids were included in the staff packet. Council approved awarding the base park contract to Walker Construction and authorized the mayor to sign the agreement subject to the usual bonds and contract documents; council asked staff to make the alternate bid descriptions part of the public packet so future reviewers can see what alternates were considered.
Budget implications: staff said the base bid plus a selection of alternates would be within available impact fee funding and other budgets if the council selectively picks alternates; total project cost with all alternates could approach the higher range discussed during the briefing. Council emphasized that alternates can be added or removed at signature time and that staff will bring packet detail back for records and public transparency.
Next steps: Contracts will be executed after bonds and insurance are verified and staff will begin coordination with the park community coalition on a timeline and scope for the pavilion and playground items.
