City staff told the Montclair City Council they are likely to recommend switching animal services away from the Inland Valley Humane Society (IVHS) after a regional meeting in which staff said IVHS appeared more focused on retaining its chief executive officer than on addressing the needs of constituent cities.
The city manager and economic-development director met with other cities and IVHS; after approximately 90 minutes of discussion, staff concluded the West Animal Services Agency (sponsored by the cities of Ontario and Chino) warrants strong consideration as an alternative. The city attorney advised the council that the item was limited by Brown Act constraints in the forum but that staff would bring a formal recommendation to the council in the near future.
Staff also noted outstanding interagency agreements with SBCTA/Metro and procurement timelines into early 2025 that affect related regional coordination. Council members praised staff for regional outreach and also recognized recent public-safety actions, including a 14‑year cold‑case arrest and firefighting deployments to nearby wildfires.
