Marshall school board approves Calhoun ISD budget, Opportunity High roof change order and CTE curriculum

The Marshall Board of Education voted on three district business items at its April 6 business session: approval of the Calhoun Intermediate School District preliminary general operating fund for 2026–27; approval of change order #2 to the Opportunity High School roof project for $82,427.01; and approval of a Career Connections CTE curriculum proposal for Opportunity High School.
On the Calhoun ISD preliminary general operating fund, the board was presented background that had been provided by Corey Rafferty, assistant superintendent for finance and operations, at a superintendents' meeting. Trustee Dr. Mark Maholke moved the motion and Trustee Dr. Lauren Brown seconded; the board approved the resolution by voice vote. The board packet noted that the district typically completes the ISD budget approval step annually before June 1 to satisfy intermediate-school-district procedures.
The board then considered change order #2 for the Opportunity High School roof. District staff explained the change order was needed because a portion of the roof deck (section six) had been misidentified during the bid process and additional bonding adhesive and insulation were required to complete the roof system. The change order amount was reported as $82,427.01, which the presenter explained is the sum of a $67,202 base bid item plus $15,225 for adhesive and related work, bringing the total project cost to $2,991,474.31. The board discussed the line-item math for a moment; Treasurer Matt Davis moved the motion and Trustee Dr. Mark Maholke seconded. The board approved the change order by voice vote. The change order will be paid from the district sinking fund, as stated in the presentation.
Finally, the board approved an Opportunity High School CTE curriculum proposal. The curriculum package identified in the packet is called Career Connections, which is described as a four-year CTE pathway used regionally. The board approved the curriculum for implementation; the rollout described in discussion will initially offer the course sequence primarily to 11th and 12th graders at Opportunity High School with plans to expand in future years. The motion to approve was moved by Matt Davis and seconded by Dr. Lauren Brown; the motion passed by voice vote.
Each of the three items was approved by voice vote; the meeting record shows no recorded nay votes. The board proceeded to public comment (none) and adjourned.
