Belleville council approves sewer IGA, labor MOUs, Dutch Bros site plan and multiple ordinances; several event permits granted

The Belleville City Council on April 6 approved a package of routine but consequential municipal items including an updated intergovernmental agreement for sewer services with St. Clair Township, multiple labor memoranda of understanding to pay the first $1,050 per month toward employee insurance premiums, a Dutch Bros drive-thru site plan, and several traffic and parking ordinance amendments.
A motion from the master sewer committee approved an updated intergovernmental agreement for sewer services between the City of Belleville and St. Clair Township; the motion passed on roll call. In administration business the council approved memoranda of understanding with several labor organizations (including AFSCME Local 1765; Illinois Fraternal Order of Police Labor Council; IUOE Local 148; Teamsters Local 50; IAFF Local 53) to provide $1,050 per month toward insurance premiums for covered groups.
The planning commission's site plan for a 986-square-foot Dutch Bros coffee shop with a drive-thru at 1672 Carlile Avenue within a C2 commercial district was approved following a motion; one council member noted the brand name was presented at the planning meeting as "Dutch brothers," and meeting minutes will reflect the correct applicant name per the site-plan submission.
Council also read and voted on several ordinances (9475–9483) covering zoning cases, a text amendment to Title 15 establishing new liquor-license designations, and parking schedule amendments; the council approved event permits for Rock the Blue (June 6), Belleville History Field Day (June 20), Pickle Palooza (July 18) and the Out of Darkness walk (Oct. 17). Motor fuel claims totaling $335,541.82 were approved, and the meeting adjourned.
