Council approves one-time fee waivers for El Porto undergrounding permits

The council approved a one-time emergency exemption of permit extension and reinstatement fees for private service-conversion work in underground utility assessment districts 19-12 and 19-14 (El Porto area).
Acting City Engineer Gil Gamboa said the complex and prolonged private-conversion phase left hundreds of permits expired and created financial barriers for property owners seeking to complete undergrounding. "We analyzed 284 permits and estimate approximately $50,000 in combined waivers and refunds," Gamboa said.
Council adopted Resolution 25-0125 to implement the one-time exemptions and directed staff to notify affected property owners. The measure passed unanimously.
The city will refund approximately $16,000 and waive approximately $34,000 in fees to accelerate private service conversions and help finalize the undergrounding projects. Staff posted UUAD information on the city website and provided an email and phone contact for property owners with questions.
