Palatka faces $25M+ in grant projects; commissioners demand project lists, quality controls and public notices

Palatka commissioners used the April 8 budget workshop to press staff for a complete project inventory and stronger controls after staff said the city will need to complete roughly $25 million (possibly up to $30 million) in grant‑funded projects over the next 12 months.

Commissioners said they want a one‑page executive project worksheet for each project showing total appropriation, amount spent to date, remaining balance and whether the project is city‑funded or grant‑funded. Commissioners emphasized that without that detail they cannot responsibly prioritize new spending or reallocate existing funds.

Several commissioners raised workmanship and oversight concerns. Commissioner Davis described a ride‑along with code compliance that showed projects frequently return with incomplete or poor finishes and said residents often see torn up streets and assume the city misused funds. Commissioners directed staff to use the project manager to improve on‑site oversight and to coordinate public works on quality assurance.

The commission also discussed communications for active construction: use of electronic or directional signs, informational signage at sites, water‑bill inserts and short photo/video project snapshots so residents can see before/after progress. Commissioners asked staff to include proposed communication plans and signage budgets in the next project report.

Staff said a project manager is onboard and will present a fuller project list and financing plan at a follow‑up meeting; commissioners scheduled a project manager briefing for the April 23 commission meeting.
