Clinton County commissioners approve routine contracts, take major bids under advisement

Zach Light presented a two-day ESRI ArcGIS Pro training quote needed for next-generation 911 mapping. Commissioners authorized signing the quote to receive an invoice and schedule training; the per-attendee training cost cited in the meeting was $2,130 and the motion to proceed carried 3-0.
In old business commissioners approved the third amendment to the public-private agreement with Envoy Construction for the annex and courthouse project. The amendment documents a $22,631 return against the prior guaranteed maximum price and revises the annex project price to $16,156,031; the commissioners voted to accept the amendment (3-0).
Exterior Views was awarded the county's 2026 mowing contract after staff reviewed two bids (Exterior Views roughly $20,000.05; Smith Outdoor ~$23,560). Commissioners added the EMA location to the scope and approved Exterior Views (motion carried 3-0).
Clerks and staff opened bids for a 2026-2030 cyclical reassessment contract and for a road paving project. The reassessment packet contained a single bid ($475,960); multiple paving bids were read aloud (Central Paving, Reith Riley, Milestone, Calumet, Howard Companies, DC Construction, E & B Paving). Commissioners took both the reassessment and paving bids under advisement to review after the meeting (motions carried 3-0).
On new business, the county approved foundation repairs at the Purdue Extension building and accepted AccuLevel's lower quote of $13,904.78 over a second quote of $16,784.50 from Trusted Foundation Solutions. Commissioners voted 3-0 to accept AccuLevel. They also approved two community sign-placement requests (Frankfort Community Library and Red Barn Theater) for upcoming events and executed several administrative items (Varsity agreement corrections and claims/payroll approvals) by unanimous votes.
The board approved claims and payroll batches (multiple dates and amounts read during the meeting) and approved minutes from the March 17 meeting before adjourning. Several items (notably paving and reassessment) were left for later award after staff review.
