Campbell council hires HMH engineers to update East Campbell Avenue plan, seeks clearer developer standards

The Campbell City Council voted Sept. 2 to authorize a consulting services agreement with HMH engineers to prepare an updated East Campbell Avenue plan intended to set clearer right-of-way expectations for developers and advance multimodal, bike-friendly improvements.
Roger Stores, senior civil engineer with public works, told the council the corridor's 2007 master plan provided a broad vision but left right-of-way details too conceptual. "One of the objectives is we'd really like to see... how do we make East Campbell Avenue more bike friendly," Stores said, adding the city wants developers to know in advance what right-of-way dedications and frontage improvements will be required.
Stores said the update responds in part to state housing laws that require objective standards and will help reduce back-and-forth during permitting. Council members probed parking tradeoffs, retail viability in new housing projects, how the Del Grande propertyentitlements interact with any changes, and safety concerns at the Civic Center/Harrison intersection.
Council Member Hines moved to authorize execution of the consulting agreement with HMH engineers; the motion was seconded and approved by roll call. Voting yes were Council Member Vivey, Council Member Hines, Council Member Skazola, Vice Mayor Ferado and Mayor Lopez. The contract authorization will fund preparation of the plan and next steps will include consultant-led community engagement.
