Committee adopts amendment to expand Minnesota medication repository funding and refers HF3917 to Ways and Means

The Health Finance and Policy Committee on March 9 adopted an A1 amendment and recommended House File 3917 — legislation to modernize Minnesota’s medication repository operations — to the Ways and Means Committee.

Representative Mahmoud moved the A1 amendment that clarifies record‑keeping rules and makes a $450,000 appropriation available for repository operations. Dr. Roland Mann, director of the Roundtable Rx medication repository program, told the committee the change would reduce unnecessary paperwork by requiring destruction documentation only for medications formally accepted into inventory and would allow operational flexibility for home‑delivery pharmacy work. He said the program has dispensed millions of dollars of otherwise discarded medications and operates under Board of Pharmacy oversight.

Dr. Mann described statewide reach through partnerships with pharmacies and free clinics, noting dispensing partners in 26 counties and that the program currently operates with a roughly 3:1 return on investment in medication value per dollar spent. He told members the requested clarification was reviewed with the Minnesota Board of Pharmacy and other regulatory partners and presented no compliance concerns.

Committee members pressed on sustainability and whether expanded operational authority would require future appropriations. Dr. Mann said the change would help build a stronger proof of concept for additional grants and partnerships and that the program aims to remain primarily donation‑based.

The committee adopted the amendment and recommended HF3917, as amended, be referred to the Ways and Means Committee for funding review and further consideration.
