The commission approved a $3.1 million augmentation for the AES charter school project after staff explained that Rhode Island Department of Education (RIDE) will reimburse about 74 percent and the remaining share will be paid from tuition revenues.
Other actions trimmed or rescheduled items: commissioners struck a $35,000 sign‑fabrication printer from the traffic package (motion passed), rejected an amendment to remove radar speed signs, and modified a $3 million maintenance‑garage request so $300,000 for design remains in FY27 and $2.7 million is shifted to FY28. A proposed $3.5 million joint police/fire training facility was removed from the FY27 plan; the commission accepted an amendment to delete that item.
The police department's request to update its conducted‑energy weapons to the Axon Taser 10 platform was approved after officers testified that the older Taser 7CQ is out of manufacturer support and that the upgrade restores device replacement, warranty and advanced logging needed for evidence management.
The panel approved the capital plan as amended and directed staff to forward the commission's recommendations to the city council for final action.
The commission closed the capital‑plan portion of its meeting after taking public comment, including appeals from youth‑sports advocates urging funding for Fay Field lighting and police officers emphasizing the operational and liability risks of not upgrading taser platforms.
The council will consider the overall capital plan and individual bond authorizations and may accept, reject or modify the projects recommended by the commission.
