Clearwater Pacific Plan public hearing continued to April 1 as staff addresses EIR comments

The Paramount Planning Commission opened the public hearing on the Clearwater Pacific Plan Project and voted to continue the item to April 1, 2026, to allow staff and consultants more time to respond to agency comments on the environmental impact report.

Assistant Director Monica Rodriguez described the project area — covering the swap‑meet block and surrounding parcels between Rosecrans Avenue, Paramount Boulevard and Somerset Boulevard near the rail corridor — and said the current plan allows about 22 homes per acre but was updated to 30 homes per acre to satisfy state housing element requirements. Rodriguez said staff is aiming to focus housing toward the north end, closer to a planned station that staff estimates could materialize around 2035, and that multiple agencies submitted comments that require additional analysis.

Commissioners moved and seconded a motion to continue the public hearing; the motion passed and staff said the emailed public comment already received will be carried forward or may be updated prior to the April 1 meeting. Staff emphasized the project’s scale and the need to repackage responses to numerous agency comment letters before returning for substantive review.

The continuation preserves the administrative record and gives staff time to refine the draft plan and EIR responses; the commission will consider the project when the staff report and environmental responses are complete on April 1.
