Planning commission approves expansion for wholesale boots business at Garfield Avenue

The Paramount Planning Commission on a unanimous roll-call vote approved Resolution PC26006 to grant conditional use permit No. 991, allowing the expansion of a wholesale apparel and boots business from 6,000 to 12,000 square feet at 15341–15343 Garfield Avenue.
Assistant Director Monica Rodriguez presented the staff report, saying the applicants seek to combine two existing 6,000 square‑foot warehouse suites in the M2 heavy manufacturing zone. Rodriguez told commissioners the project would not change exterior elevations, would operate Monday–Friday from 9 a.m. to 6 p.m., employ four staff and provide 12 on‑site parking spaces and ADA access. Staff cited a Class 1 categorical exemption under CEQA (Article 19, §15301) and recommended adoption of PC26006.
No members of the public spoke in favor or opposition and the applicant did not appear. The commission closed the public hearing and recorded a unanimous vote in favor: Commissioners Sparza, Gonzalez, Moody, Vice Chair Weisenberger and Chair Timmons voted to adopt the resolution.
The approval allows wholesale distribution of apparel, boots and accessories from the combined 12,000 square‑foot lease area. Rodriguez said there are no proposed exterior changes and that the site provides two roll‑up door entries and an additional driveway access from Jefferson Street. The commission’s action focuses on the land‑use permit; any operational noncompliance or subsequent modifications would be handled through standard planning enforcement or a separate review process.
The permit record lists the applicants and the permit number as stated in the staff report; the applicant was not present at the meeting.
