West Melbourne adopts 2026 Land Development Standards Manual with technical tightening

The West Melbourne City Council on March 3 adopted the 2026 Land Development Standards Manual, approving technical updates city engineers and utility staff said would improve construction and maintenance standards for public infrastructure.
City Engineer Cam Stabis summarized the revisions as about "25 or so" changes that mostly tighten specifications rather than change policy. He told the council the manual now specifies pipe bedding on 57 stone in places that previously had multiple options and clarifies that pre-cast storm manholes should be bedded on 57 stone, aligning storm infrastructure with sanitary and water standards. Stabis also said the manual introduces a fats, oils and grease program for sanitary lines and reduced density testing spacing along roadway centerlines from 500 to 250 feet in one measure.
"This last revision is about 25 or so revisions made," Cam Stabis said, describing the updates as largely technical improvements to construction specifications. Council moved to adopt Resolution 2026-05 as written; the motion passed by voice vote, recorded as "I. Motion carries 70" (7–0).
City staff said the manual guides contractors and developers on construction standards the city will own and maintain and that staff intends to keep the manual under periodic review so operational lessons can be folded into future revisions. The council approved the resolution without amendment; staff will publish the updated manual for use by developers and construction teams.
