Tinley Park committee refers code update, contracts and Beexeen parking improvements to Village Board

The Tinley Park Committee of the Whole unanimously referred several agenda items to the Village Board on March 3, moving a proposed code-adoption ordinance and a set of contracts and project change orders to the board for final action.
Mike, a staff presenter, asked the committee to amend Ordinance 2024-08 to adopt the 2024 International Residential Code, the 2024 International Property Maintenance Code and the 2023 National Electrical Code, saying the update helps the village meet state requirements under Public Act 103510 and supports efforts to maintain or improve the village's ISO rating. "The village wants to maintain the latest code adoption for general safety of its citizens, businesses and visitors," Mike said.
Trustees praised the effort and moved the ordinance to the Village Board for the April 7 meeting; the clerk called the roll and the motion carried with affirmative votes from the trustees present.
Also referred to the board were:
- an annual renewal of the Illinois Department of Transportation permitting agreement to allow village work in state right-of-way for 2026-27; - the 2026 Pavement Management Program contract (PT Ferrell Construction), where competitive bids produced favorable pricing that allowed staff to add more lane miles to the project; - a professional services agreement with Site Design Group LTD to oversee the village's 2026 lawn-treatment contract and the contract with True Green Limited Partnership to provide the lawn treatments; - engineering services with Robinson Engineering for phase three of the Beexeen parking lot improvements and related McGill Construction change orders for that construction phase.
On the Beexeen project, John, who presented the engineering items, said excavation work uncovered previously unregistered underground fuel tanks and contaminated soil in an area historically used as a fueling spur. "As we continued our work further to the west... that's where we started finding more contaminated soil and more hazardous waste that we had to... work with our engineering firm," John said. He said registered tanks found earlier had been removed with contaminated soil disposed of per required standards; he also told trustees further requests for services may follow as the project continues.
Trustees asked whether bond proceeds covered additional spending tied to change orders; staff confirmed the project was funded through the bond process and that the additional change orders are supported by available bond funds. All referred items passed by roll call and will be considered by the Village Board at an upcoming meeting.
