Council approves carnival permit and three-year ATM agreement at Lake Winds pro shop

Alexander City Council on Feb. 16 approved two business agreements affecting city parks and visitor amenities.
The council unanimously authorized the mayor to enter into an agreement with James Gang/Games Amusement to provide a carnival at the Charles E. Bailey Sports complex April 21–25, 2026. Council members praised the vendor's past partnership and revenue-sharing to local programs.
Separately the council approved a three-year agreement to allow an ATM to be placed inside the Lake Winds pro shop. Staff member Casey described the deal: the private operator will retain an operator fee and the city will receive $0.50 per transaction processed through the ATM. Staff said the operator, arranged through a local realtor Tony Goss, will also keep a small per-transaction electricity surcharge (10 cents) only in the event the machine must use a wireless fallback when the primary internet is unavailable. Casey said the operator has an app that reports machine balances and transaction volumes to the operator and will respond quickly if the machine malfunctions.
Both resolutions passed 6-0. Council directed staff to finalize agreements and manage implementation and insurance details outlined in the contracts.
