Council approves interlocal agreement with Gaston County for planning assistance

The Belmont City Council unanimously adopted an interlocal agreement on Nov. 18 to let Gaston County provide planning and plat‑review assistance to Belmont on an as‑needed basis.
Assistant Manager Kevin Krauss described the agreement as a mechanism to provide relief for the city’s planning workload: “This is simply a mechanism ... to allow us to work with Gaston County and they would be there to provide some relief for planning on an as‑needed basis for plat review and some site plan review,” he said. Under the agreement, applicants would submit site plans through Gaston County’s portal and pay the county’s permit fees; staff said costs would not be borne by Belmont except in limited circumstances.
Council members asked staff to clarify that the county’s review authority would include Belmont’s extraterritorial jurisdiction; staff agreed to add specific language clarifying ETJ coverage and to make non‑substantive edits to the draft agreement. Council also discussed the mechanics if county fees change and whether amendments would be required.
Motion to approve the agreement as amended was made by Alex and seconded by Jason; the motion passed unanimously. Staff will finalize the edited agreement language and implement the portal/fee process in coordination with Gaston County.
Next steps: staff to update the agreement to explicitly include ETJ coverage and to coordinate with Gaston County on the portal, fee passthrough, and any future fee updates.
