Staff explained that the drive‑thru triggers the conditional use permit requirement; the applicant said the two‑phase review is intentional so the CUP can be approved now while final PIP details (architectural elevations, final landscaping) are prepared. Staff added a condition that the applicant cannot begin construction until the PIP is approved.
Robert Keeler, representing Bank First, described the design intent and referenced recent Bank First builds used as examples. Staff recommended approval with the condition barring ground disturbance without the PIP. The commission also considered and approved a single‑lot CSM for the property; staff clarified a drafting typo in the motion language during the vote and the commission treated the change as a drafting correction.
Both motions carried by voice vote. The CUP approval and CSM recommendation will be forwarded to the Common Council for final action.
