Plan commission recommends QuickTrip add EV chargers, approves four new stalls

The Delavan Plan Commission on Wednesday recommended approval of a conditional use amendment that will allow QuickTrip to add electric vehicle charging stations and four new parking stalls at 408 South Wright Street.

Staff told commissioners the site is heavily used during peak hours and recommended adding four new parking spaces to the south of the existing lot rather than converting existing stalls. Staff also recommended conditions to protect the site vision triangle, remove landscaping that would impair sightlines, and require stop signs at the new parking area’s intersection with an adjoining traffic lane. The applicant agreed to those conditions, and staff noted the site plan includes additional landscaping around the new parking area.

Adam Schwarz, a QuickTrip representative, said the chargers are part of a National Electric Vehicle Infrastructure grant the company received from the Wisconsin Department of Transportation and that the work is expected to begin late this spring. Schwarz told the commission the proposal phases in an initial four‑space increase while showing room for five additional spaces in a later improvement; the five extra spaces were not approved at this hearing.

Commissioners asked whether more QuickTrip charging sites were planned elsewhere in Delavan; staff said none are proposed at this time. After discussion, the commission voted to recommend approval of the conditional use amendment subject to the conditions listed in the staff report.

The matter now goes to the Common Council for final action.
