At the start of its Dec. 9 meeting the Grand Island City Council elected Ryan O'Neal as council president following a nomination by Mr. Hy and a second; council ceased nominations, ballots were distributed, and members voted to adopt the motion.
The meeting also disposed of several other motions and votes:
- Utility easement (611 Kerry Avenue) and approval of 2025 TAC 419 — public hearing opened and closed with no public comment; council approved the easement.
- Resolution 2025-422 — Memorandum of understanding with Nebraska Game and Parks Foundation regarding Camp Augustine — adopted.
- Fee schedule for Jack Rabbit Run (2025-41) — adopted after discussion and vendor explanation of cost pressures.
- Woodsonia Good Life District amended application (2025-420) and authorization for staff to negotiate a development contract (2025-421) — council accepted the amended application and directed staff to negotiate contract terms reflecting council feedback and legal protections.
