Biscayne Park told to speed ARPA stormwater work to meet end-of-year compliance

Yolanda Aguilar, the consultant overseeing the village’s ARPA projects, told the Village of Biscayne Park commission that changes to Treasury reporting and the move to Florida’s portal mean the village must act quickly on time-sensitive projects funded by roughly $1.5 million in ARPA allocations.
“Once you issue a notice of award … you have actually encumbered by process the funds that were awarded,” Aguilar said, urging the village to move forward so final reports and audits can begin. She said the reporting portal transitioned and the Florida Department of Emergency Management is now the state overseer for uploads and reimbursements.
Manager Al told commissioners he had reviewed Treasury’s amended guidance and that the program timeline has been extended into late 2026, which creates a reporting window the village must meet. “With that comes quarterly reports,” Al said, adding that the village expects the next reimbursement report after a contract award to appear on the June 30 filing cycle.
The urgency centers on the stormwater drainage project (a phase of the village’s CIP) that staff wants to award this month so the notice of award and contract will allow the work to be marked as encumbered or in progress for ARPA reporting. Aguilar said the Treasury guidance was amended in January 2026 and that the village should aim to close out projects well before year-end to demonstrate good-faith completion for audits.
Commissioners requested more detail on timelines and documentation for ARPA submissions and confirmed staff will proceed to finalize procurement steps for the stormwater award so the expenditure can be included in upcoming reports. The commission did not vote on funding tonight; instead, staff was directed to advance vendor selection and report back.
