During the board’s review of the February budget, members pressed administrators about whether certain payments had been encumbered and how hiring vacant district leadership positions would affect encumbrances and projections.
Miss Williams told the board that June and August payments had not all been encumbered and that some stipends (notably classroom-site funds) may be processed separately from regular payroll. A board member asked whether the district had encumbered monies for positions that became vacant this year (for example the superintendent, director of finance and assistant superintendent of educational services); administration said amounts for people who had left are encumbered but positions without hires might not be reflected until assigned.
“Let me work with payroll and see how that will affect our encumbrances for the year and get back to you,” Miss Williams said.
Board members said accurate encumbrance accounting is necessary for budget planning and that returning vacant executive positions to the budget would change encumbrance totals for the current fiscal year, potentially affecting cuts and the timing of offers. The board requested follow-up clarifications from administration and payroll.
